This Western-style structure was built in 1909. It is located in Motomachi Park, and four huge column capitals, which bulge slightly in the middle, support the entrance roof.

Currently, there is a take-out store that sells bento (boxed) lunches, soft-serve ice cream, other snacks and drinks. Visitors can eat purchased items in the hall on the second floor.
